why no tc config

given:

copy2fs.flg, onboot.lst, /optional, /opt, .filetool.lst, tcemirror, firstrun, xwbar.lst,...

Things seem spread out and it looks like things could be managed in a config file.

Why dir's and files rather than a config? Benefits/drawbacks to each approach?
