UTF-8 vs. locales

I've been trying to get urxvt running with UTF-8, but in order to do so I had to specify a locale. Is there a way around this?
I normally prefer LANG=C, and don't want -locale extensions to get loaded automatically.
Is there any locale like C-UTF-8, (I don't actually want to defining a language or change any of the standard formats).
