If I do tce-load -w php7, I get "No such file or directory"

The extensions is only in the armhf repo.
Are you running armhf or aarch64?
What does this command return:

uname -r

That's why you got the error. It doesn't exist in:

I ran a search on all of the aarch64 repos and none of them
contain any php extensions.
