Why don't the Desktop Environment change the theme for ALL the applications?

I'm just curious too know, why doesn't E17 change the look of VLC (For example) ? And other applications as well... Why? And, is there a way to fix that?

(I know that there are skins for VLC)...... but it's not just that, it's many apps.

Because they are different components. Apps use themes of their toolkits.
The only barriers that can stop you are the ones you create yourself.

Yep, the conf of gtk is in /home/tc/.gtkrc-2.0 (gimp, pidgin...) and conf of qt is in /home/tc/.config/Trolltech,conf (vlc, qps...)

U can change the gtk2 theme & the icon theme in e17 via it's configuration panel
