Is there a way to disable the shading/roll-up of a window to the title-bar when the mouse scroll wheel is used on the window edge?

Oh that's what is causing this symptom
Personally I have set borders to 1 pixel and only sometimes use a wheel mouse so it rarely happens, however it can be annoying...
