Yes, you are 100 percent accurate as to the reasoning for these office machine lockdowns.
It appears to be exactly to "maintain availability" and for only "approved tasks" usage.
The usage lockdown "approved tasks" appears to help the over-all situation and aim
of good terminal availablity.

ps. perhpas because of the world wide web, the computers and corporate environment is
more generally desirable to be used. People simply don't mind sitting at quality systems with
reasonable world wide web access. Also critically....it's Free...!
My interests have somewhat branched. Origially my goal was to simply make office computers
become fully functional computing machines for the user(s). This idea would be fine within an
environment where the actual purpose and subject endevours concerneed the actual in depth
usage of computers for production ()wide open).
For example, 1) The amount of free resources and productivity in that environment as a result
of staff co-workers being able to have the word wide web resource and capabilities of proper
usage of the computer terminals. (installing productivity tools etc)
It looks to me like the above subject is a very large subject of adminstration of the words
corporate Information Technology resources. (i am barely advised about even the basics)
Presumably, over the years people and computer users have learned the way the average
information techonology resources are rolled out. (what effectiveness the computing faciilities
of corporations offer to the staff/users)
Back to the very original point, i also have no idea how involved it is to negotitate your way
around those rules and regulations.
I expect the best policy is to just use common sense. My vision and idea above is, very common
sense but aonly applicable in ery specific environments and condiotions.

However, at the "windows desktop" you can't run commands like
ipconfig / all.......... because commands can't be executed......the windows OS is all locked down
It might be worth contacting whoever conducted the lock down. As this is an office PC is there an IT support department or system administrator?
In corporate/institutional networks locking down the machine is commonly done to ensure the machine is used only for approved tasks and to maintain availability. Effectively removing the lock down may contravene an Acceptable Use Policy. Whoever applied it might be able to advise.
