I have made changes to /opt/bootlocal.sh but every time I restart my system the changes disappear.
I thought that is where you make changes to startup scripts, is this write?

You have to have a persistent tce directory, and must do a backup to save the changes.

Run
filetool.sh -b
after modifying to have it copied to persistent storage.
