When installing mpaint form the app browser file optional install, the mpaint window loads at the top of the screen under the top bar. This hides the top controls and requires as near as I can tell a right mouse click to activate the move, resize and layer options which can then be used to position mpaint.

edit: This happened only on the first app activation, once I moved it all other activations positioned correctly.
edit2: Verified this happens on first opening of mpaint after install.
