are you asking about the watcher? or how to get the date/time in the tray? the watcher is available as an extension.

I am referring to the bar at the top allowing you to switch applications and minimize.

That's the window manager, jwm. It was replaced with flwm in TC 2.3.
You can dl the jwm extension, put it in your tce directory and it will automatically load jwm instead of flwm upon reboot.
