Many ways: if you use a window manager with such functionality, like jwm, then it can be used; if not, actkbd works.

actkbd is a hotkey daemon, listening to the keyboard and executing commands as specified. See the extension thread for an example.

The tray application Flit provides hotkeys for OSS, if you don't mind an first clicking an on-screen control.

You can install the flit.tcz extension from AppBrowser.  The version (0.9. in the AppBrowser repository is slightly out of date, but for sound control it will work just as well as versions 0.9.9 and 1.0.0.  Then, when you reboot, or restart the desktop (in flwm choose "Logout", then enter startx at the command prompt), the startup scripts in TC should automatically start Flit for you.  It has clock, sound, and battery-monitor sections (I call them "applets").  If you don't want anything other than the sound control, you can right-click on Flit to get a menu to disable section or sections you don't want to see.  Move it to another location if you prefer with left-click-drag, then do a "save configuration" command from the right-click menu.

Flit will try to pick a reasonable OSS control parameter to adjust the sound volume.  If it can't figure out a resonable parameter for your hardware, it will not show the sound applet on startup.  You might be able to force a parameter that will work (at least partly), but you will probably need to look through the main thread above to see how other people worked through these issues.  But the 0.9.8 version will be "smarter" about OSS than some of the prior ones.  In general, if the OSS GUI mixer can adjust the overall volume, Flit should be able to do it too.

Once Flit is on-screen, if you just left-click, it will gain the keyboard focus and a =/+ key or up-arrow key will make it louder.  Likewise for the - or down-arrow to lower the sound.  Pause or ctrl+m will mute or un-mute it.

If you choose to use Flit, please see if the help document will answer your initial questions.  If not, please let us know... we might need to improve the help file. 

Please note: Once you click on another app, Flit should not have the focus any more, so it won't provide a system-wide hotkey for sound control.  As far as I know, flwm does not support system-wide hotkeys for sound control. I don't have as much experience with jwm as far as sound control.
