retro Tiny C

"i3" mean "i386" or "Intel Core i3 Series"?
As far as I know, the CPU model of the i386 laptop is Intel 80386SL (1990s). I don't think it's worth $400 in 2026.
You don’t need to install the oldest Tiny Core version to get a smooth performance on Intel Core i3 laptops.
Instead of using "the development team", it’s better to call them enthusiastic unpaid volunteers.

there will be alot of iunterest in the Tiny Core and linux community for this. Only a few distros can do a retro version and let them know this as well – maybe only 4 can.
Do tell them that I want a completely unchanged version with no updates applied – if an update is required I will do it myself with some guidance.

anyone with sufficient knowledge and patience can "do a retro version"
it is entirely possible that you can locate one or more persons to assist you and your team with your project for the right compensation
it is doubtful that you will find them here though
