You could try this boot code:

Or you could check its current setting. Based on your dmesg, I
think it's usb4:

cat /sys/bus/usb/devices/bus4/authorized_default
It doesn't seem my laptop uses this setting :-\
These commands were running after booting with the boot code you suggested:

$ cat /sys/bus/usb/devices/bus4/authorized_default

$ sudo find /sys/bus/usb -name '*authorized*'
[no output]

This might sound dumb...
It does not sound dumb. I'm willing to try anything. I have tried plugging in the device after booting is complete. I have also tried unplugging and plugging back in. I have not tried booting with the device already plugged in, so will try that now.

No luck booting with the device already plugged in.

It seems this device simply cannot receive the firmware payload through my laptop's usb3 port. Unfortunately, there is little point in using this device in a usb2 port, since it was built for speed and the usb2 port would be a bottleneck.

Oh, the bitter taste of defeat.
