ssh boot code appears to start dropbear too early

When I start drop bear using the ssh boot code the drop bear OPTIONS and check for rsa key files are ignored so I assume init.d/dropbear is starting too early. Seems this is similar to the cron boot code issue discussed eariler in post:

edit: I should have noted I am replacing dropbear with additional options and loading rsa files in a custom tce at startup. That's probably what's causing the problem. I was starting dropbear using bootlocal.sh in the past. perhaps I should stick with that approach.

sshd (dropbear) has already been discussed and will be moved to occur after restore in 2.1rc2.
