should devs be separate as a rule?

I just downloaded a few SDL sources so I can compile a couple of apps that need them.  If I ever get around to submitting them as extensions (no promises), should the runtime and development files be submitted as separate packages, as most other distros do?  The packages with both together are still rather small, but I suppose minimal is probably the word to think about with tc?

I recall one extension that included the dev files because they were very small... but it's really up to the extension author at this point - there's no standard spec for this yet.  If you have the time, separating them out would probably be better though.
