I presume you all know about the TRONSMART hand held android computer.

been finding some great quad core android tablets at $90 new.

They are ipad-mim clones but run the rk3188 which is a powerful chip indeed.
They come with the latest Jelly bean.

This tablet is very very powerful (quad cpu at 1.8 ghz and quad mali 400 gpu)

The cpu is indeed most often clocked at 1.6 ghz...but is some cases...1.8 ghz
because i have seen the ANTUTU screen grabs of it

These seem to be the best tablet to buy right now.

One must check that it has full HDMI mirroring over the cable...and not just HDMI video+sound
down the cable.  Mirrorring means it supports all apps down the cable to a large screen.

Many tablets have mirroring....but some only hav HDMI video+sound down the cable.

THe free ROM called PARANOIS ANDROID supports proper windowing on android devices. You can open several desktop windows containing different apps in each window and those aps
will run concurrently.

There is also "Android windows" by rockchip which does the same thing as the ROM above but is far more sleak. It installs onto any rockchip rk3188 or rk3066 device.  (which these tablets are)

I thinking about using android tablets for our scouting team this year and I was wondering what tablets I should get. And where is the cheapest place to get them? I want to keep the price under $140 per tablet.Any other suggestions would be appreciated as well.

Without a minimal tech specification no way to answer. Here in Hungary for example you can get Android tablets far below this price including 27% VAT for example, but with low res display, Android 4.0, no 3G, low mem. But anyhow, they work.
