tce directory permissions

I did the boot code of tce= and the directory was created but it's owner and group are both root and is only writable by owner.  Evidently wget is not run as root from appbrowser so it cannot write there and I get the error.  I changed permissions to 777 (normaly not a good idea) and it works then changed them back and error.  I changed ownership to tc and it works.  Everything does what it should on reboot now
Old wounds that have never healed need to be re-exposed before the cure can be applied.  The cure must be available before the wound is re-exposed.
