Extensions with no dep file slows downloading extensions

tce-load tries to download non existent files which slows down loading extensions like gnome-desktop-base and libreoffice. glib2.tcz.dep is the most common one which tce-load attempts to download 100 times maybe when you run `tce-load -w gnome-desktop-base` command. my opinion is that an extension with no dependency should have an empty dep file.

Hm, I would think the correct response would be caching instead of bandwidth & inode usage.
The only barriers that can stop you are the ones you create yourself.

What arslan suggest sounds indeed like caching in practice.
