did some searching and found a couple links that might be of interest:

possible linux details:

old reviews at amazon:

one specific review mentions windows seven and also "configuring a region":

A quiet DVD writer, feels like a robust quality product which you would expect from Pioneer. Works straight out of the box as plug-and-play external replacement for my internal slot dvd writer - no USB recognition issues, and no power issues via the single USB leab supplied. No software supplied, but none needed in my case (Windows 7 Dell Laptop). Initial reading checks with CDs and DVDs are all OK ( it does have to have its 'region' configured but the standard system software (Power DVD) takes care of that). Test write and delete to DVD +RW is OK. I am not expecting any problems from this device - it just feels solid. At the bargain price of £14.99 from David Wilks it seems like a far better bet than some of the unknown brand units.
