Title: appsauidt: build database, why it does use internet?

it's not enough to check the optional dir witouth enquiring the repo?

Build database calls update dependencies only when there is no database found.
This was due to when we did not have dependencies and some extension collections were a mix. Dependencies have been offered long enough to drop this requirement. So it will be.
