The tc (Traffic Control) utility of iproute2 fails:
# tc -s -d qdisc ls dev eth0
RTNETLINK answers: Operation not supported
Dump terminated

unless the NET_SCH_INGRESS and CONFIG_NET_SCHED kernel options are enabled:

Please consider for the next kernel release and let me know what you think. There are a lot of options under CONFIG_NET_SCHED. While many of them can be modules, there is still the usual space/functionality tradeoff.
