Title: Extension update erquest - xfsprogs.tcz, xfsdump.tcz

xfsprogs.tcz and xfsdump.tcz are dated back to March 2009 and version 3.0.0 while current upstream version is 3.1.3

Not an urgent or blocking issue, but it deserves an update.

Oops, something is not right with the build environment on my laptop that I don't use to build with.  Rather than troubleshoot it I will get to it on my main machine in a few days.

There are several issues with building 3.1.x versions of xfsprogs.  Slackware current is using 3.1.1,  Arch is using 3.1.2, and T2 is using 3.1.2, all without patches, so it should just build.  I will check more into it and see what the issue is, may or may not have time this week to resolve it.
