why when installing local tce the dep are not handled, while using the internet yes?

If the dep file and all of the required deps are in the same folder then they should be loaded - they are for me...

If the dep file for extension1 contains extension2, extension3 and extension4, you can test this by copying extension1.dep and extensions1-4 to /tmp and then trying "tce-load /tmp/extension1
