Title: tint2 - tint2conf has dependencies

Tested on TC3, tint2conf has non-direct dependencies on python and pygtk. (you can't use properties.. otherwise)

You're right; I didn't want to include these optional helper apps' dependencies with that of tint2 to combat bloat. The info file is perhaps a bit brief on this.
