Title: starting acpid in bootlocal or in .xsession?

Is there a more correct/apt place to start acpid?

I have found I can start it in either, but when started in bootlocal, I can not get hotkeys to launch graphical apps such as chromium or even popup.

When starting acpid from .xsession ie after X has started, acpid hotkeys will launch popus etc.

Is this expected behaviour?
