Xen requires a custom kernel for both the Dom0 and DomU.

I don't think it will be a custom kernel. Xen is now part of the kernel tree, isn't it?

That doesn't mean that every kernel build has it enabled

AFAIK Xen is not fully in the kernel yet, requiring additional patches for full functionality.

On the other hand, TC as a KVM host works great right now.
