Title: Separating out development files

Should bin/app-config be included with lib.tczl or lib-dev.tcz ?

Looking through the repository didn't offer up any clues. Some extensions place it in the lib and others place it with the devolpment files.

app-config is used to determine the compiler flags, libs etc so it better be placed under dev package
