Thanks to bmarkus for Xfce4base.  It replaces the former modular xfce extensions:

I could not get this to work unless I rm /home/tc/.setbackground

The last line of my .profile is:

startx

I added this line just before the startx line

rm -f .setbackground
startx

This solved my problem.

Strange. Does it happen on a fresh system installing only Xfcebase and its dependencies or other WM's and extensions installed too? Are you running it on a native system or in a virtual environment?

I am seeing the same behavior.  Implementing the workaround that bshuler posted (with an added check for the file) solve the issue of Xfce starting.  I am running a fresh install in Virtual Box with only Xfce4base + deps and VBox Guest Additions loaded.  There must be a conflict with Esetroot.  I will be happy to provide any extra info if it will help.

Xfce4base works fine on a fresh VB without guest additions. I'm struggling to get guest additions running, so havn't tested yet.

However .setbackground has no any use with Xfce, so it is safe to remove.

You are correct.  Xfce4 will start without the Guest Additions loaded. I am curious how it handles the lack of an xorg.conf and will investigate more into the conflict with the GAs (note: there is no problem with jwm or flwm which do use esetroot and the GAs).  The workaround posted earlier will work if the GAs are installed and will be satisfactory for now. FYI: I have posted a script to create an extension of the GAs here (http://forum.tinycorelinux.net/index.php?topic=2755.0) if you are interested.

yes I have seen your script, but I want to understand how GA works, so I have to do it myself (bad habit  ::) )

If you find anything which can help, please share. Anyhow, it is good to see that somebody is usin Xfce!

Just one question. Why do you need VirtualBox instead of a native machine?

i think librsvg should better be added as  a dependency for svg icons to be able to be loaded

to understand what i mean do this
load xfce from base check application lists some icons are not visible?
load librsvg exit to prompt startx and check again
