Title: iwd: bug fix for failure to scan in many places

Hi, Juanito. I see that you are the maintainer for iwd.tcz. I found a bug in iwd that prevented me from scanning for hotspots where I work, limiting iwd's usefulness.

I worked with the iwd developers to find a fix.
