I will add it.  Though I consider it a no-brainer that -locales extensions depend on their parent one, it is not a bad idea to use a dep file for the -locales extensions to call on the main extension.  Same goes for -devs extensions.

EDIT: corrected.  I will go through my -locales and -devs extensions and add the relevent dependencies. It will get done over time.
