2 cores do not work at the same time!

AMD Dual-Core A4-Series APU
AMD A4-5300 APU with AMD Radeon ™ HD 7480D
Core Count 2

2 processors do not work at the same time on the htop visualization screen
while usually one core always reaches 100%
the other 0% also appears.
(then I see that the 2nd core reaches 100%, while the 1st core drops to 0%)

I have not seen 2 cores have a processing load on both at the same time.

could be caused by this problem !?
what would you suggest as a solution!?

Can you please confirm it with gnome-system-monitor ?

2 cores appeared to be running simultaneously.

The problem I mentioned is when tcz.iso is created.
I guess the iso'ization application proceeds on a single core.

Can you please confirm it with gnome-system-monitor ?
