There is no  base-dev.tcz .
base-locale.tcz  contains translations for TinyCore.
Maybe you're expecting "base" to be something else?

In fact, you need to install several packages like gcc,gcc_base-dev,gcc_libs-dev,gcc_libs,glibc_base-dev etc

You want  compiletc.tcz .
