Title: Tools necesarry to build latest kernel?

Which files are *required to build the latest kernel and which tools to have installed?
I know there is already a previous post on compiling the kernel but its for an older version and dosen't exactly tell you what new files are needed to build the latest 9.0.3. Thank you
