Title: Custom package exclude list.

To make use of a custom package exclude list, create in the /etc/sysconfig/tcedir/import/debinx/ directory a file named PKGEXCLUDELISTCUSTOM.  It will be used if it exists and the automatically downloaded PKGEXCLUDELIST will be ignored. 

This is included in the release candidates just uploaded.
