I don't know about psp but i read ps3 is freebsd based (http://doc.dl.playstation.net/doc/ps3-oss/freebsd.html)

I don't know about tcp/ip but you can read from here (https://www.playstation.com/ps3-openplatform/index.html)
You can try linux like ubuntu (power pc ) for the fat model.
I even read you can run windows from that but of course unsupported by sony and if you don't care for warranty anymore.

windows on powerpc??Windows might work with emulation(qemu) on PS3, it will be slow.As long as devs improving qemu, perfomance will grow. ;D
