I'm getting the same issue, result always gives me "connection refused" Really wish it hadn't have stuffed up, I need ALSA for Minecraft to work properly... :(
EDIT: Oh no... if the server never comes back up... the end of TC is near. :(

Server was down. Now it is fixed.

That wasn't the issue; the repo.tinycorelinux.net URL was down, therefore, it was completely useless, regardless of mirror.
Of course, not an issue now, as someone's fixed it up now. On that note, probably a good idea to get the ol' netbook out again. :)
As a side-note, the machine I was having trouble with is using dCore, of which I think uses one package list URL to do everything.

FWIW, dCore uses whatever tinycore mirror you choose in /opt/tcemirror, default is repo.tinycorelinux.net, and then also a Debian/Ubuntu mirror in /opt/debmirror, again of your choice but default is http://ftp.us.debian.org/debian or http://us.archive.ubuntu.com/ubuntu.

Sorry, that's not how mirrors work. They are independent of each other.
