Title: why the forced wait on "send this topic"

i found a post that had some small thing in  common with a post of my own. i chose to "send" to me the other post and then, for reference, tried to "send" my own post to me but got:

The last topic sent from your IP was less than 120 seconds ago. Please try again later.

why? what is this about?
