lxde-icon-theme.tcz  looks like it may have disappeared from the TC4 repository.

Not only this. LXDE and LXDE2 also gone :( No idea who and why deleted.

I see LXDE.tcz was removed between 5 Jan and 11 Jan this year, but I can't tell by whom.
