Title: /dev/rfkill not found

I have an rtl8192cu wireless card which use mac80211 driver, it works fine with my pi. When I want use it in AP mode by hostapd, it gives the error message:

rfkill: Cannot open RFKILL control device
nl80211 driver initialization failed
I noticed that /dev/rfkill exist in my laptop but not in pi. Is this the reason? And is it a kernel issue?
