Maybe this'll help-
I just made a Nish USB for both TC-1.3/1.3rc3 that also has NetBootCD-3.0; which is based off TC-1.3rc3.
There is a Menu entry for kexec-support-

LABEL tinycore-kexec
menu label Start Tiny Core-1.3rc3 with ^kexec support
kernel /syslinux/kexec.bzI
append initrd=/syslinux/tinycore.gz quiet base norestore waitusb=5
