Title: missing extension libproxy-2.6.tcz required by svn.tcz in tc 4.x repo

either rebuild svn or copy libproxy-2.6 from tc 3.x repository

I will anyway try to rebuild neon this weekend.

new version of neon posted - if it works OK, we can remove libproxy-2.6
