Title: nfs-utils has improper permissions and ownership on /usr/local/tce-installed

/usr/local/tce-installed should be 775 tc staff
After loading nfs-utils it is 755 root root.
This causes problems with all subsequent extensions.

It appeared he tce.installed directory was root:staff, but the script itself was root:root.

Fixed, thanks.
