I'm booting with lang=it_IT and I've base-locale and mylocale (I choosed all the 3 it possibilities from getlocale)

Fonts. Bitmap fonts have bad coverage, so you should use good TTF fonts and apps that can use them.

For the base FLTK apps, you can try the Unicode ports with fltk-1.3, or the libfltk-xft extension, but neither of those is really a good solution.
The only barriers that can stop you are the ones you create yourself.

I don't undestend why running tc under vbox I don't have this problem

Is your vbox conf different? Xfce4, e17 apps?

in vbox I use base tinycore (flwm_topside) while in the real machine I use e17
