MC does not have gui apps.
If you are loading Xvesa or Xorg to go along with MC, you also need to load
Xlibs and Xprogs.
tc-install is in Xprogs.

Did you install the Xprogs.tcz that is in the release candidates directory?

NO! I have repository version, you have caught the error!
I try it now :)
