TZ and DST configuration

Here am i again with question :)


I don't want to use TZ and the application doesn't have to be DST dependant.

Then, with TZ=UTC (user set local hour directly set everywhere in the world), i don't want to be DST dependant.
So, DST needs to be deactivated.

what have i to do with TZ=UTC command to have it ?

No [D]ST exists by default
