Xchat is in the repo, use appbrowser.
Skype - you can use the download + build script to be found in http://forum.tinycorelinux.net/index.php?topic=3165.0
fbpanel - you'll have to ask for it in the appropriate place here. (TCE questions?)

bmpanel, pypanel, lxpanel already available for the same functionality.
