exittc: what controls the graphics theme?

See the 2 attached pics. The first one I have seen once accidentally, the second is what I usually get. I'd like to be able get the first one always.
Where is this controlled?

.Xdefaults
The first is the fltk default theme (nothing specified in .Xdefaults), the second is gtk+ (what we default to, as specified in .Xdefaults). There's a third theme called plastic, if you wish to try it.
