gtk-engines and gnome-icon-theme updated

Both got default gtkrc's added. If you don't have that settings file, and load gtk-engines, the theme defaults to Clearlooks; if you load gnome-icon-theme, icons default to gnome.

permissions of gnome-icon-theme tce.installed directory is wrong
