Move windows with Alt+drag doesn't work

Having now got TC running on a Libretto 100CT with 2.9RC4I have the problem that some windows open with the title bar off the screen (the licence window in opera being one). This means they can't be dragged or closed! ALT+drag doesn't seem to work? is there some setting somewhere that needs changed? I haven't found anything elsewhere in the documentation that helps.

If you are talking about FLWM the .info file shows keyboard shortcuts to move windows.
