Thanks to jpeters we have intltool-0.40.5.tc{e,z}:

Title: intltool-0.40.5.tczl
Description: 1. Extracts translatable stings from source files
2. Collects extracted strings together with messages
from traditional source files
3. Merges back translations into .xml, .desktop and .oaf files

Also included is a script, iniltoolize, which copies various
scripts and does the other magic to your module.
