Added popt.tczl as dependency since libpopt was removed from base.

Since "popt.tczl" depends on "libiconv.tczl", shouldn't "rsync.tcz.dep" also include "libiconv.tczl"?

Added.  I may rebuild popt to not use iconv as that is a large dependency.  Full featuredness is often preferred to small size in extensions, but since popt is basically used for nothing else I will eliminate that dep if possible.

I hope that you are successful in breaking the dependency.  The size of libiconv.tczl is quite a penalty to pay on a Micro Core system.
